This paper explores several characteristics of patents in the biotechnology field, comparing and contrasting them to patents in other fields of research. We find that biotechnology patents face a longer lag between application and grant date, and their secrecy would be heavily affected if legislation were to permit publication 18 months after application. They are highly concentrated geographically, as well as in industrial origin, and are used most heavily in the health sector, but have a wider spread in use than in origin. They use many more (and much more recent) references than the average patent, with a special weight on academic or scientific literature, foreign patents, and a tight circle of research fields. While they are not cited frequently on average, their use as germplasm is rising. Future research should focus on the questions that have been uncovered Manuscript profile

The concept of strategic entrepreneurship refers to simultaneously engaging in the activities of discovering (creating knowledge and new capabilities) and exploiting (exploiting existing and current organizational resources and knowledge), which has increasingly attracted attention in strategic management and organizational entrepreneurship literature. In spite of this importance, there are two significant theoretical gaps in the context of Iran. First, how can organizations create strategic entrepreneurship capability in their organizations and what are the effective factors in this regard? Second, does basically strategic entrepreneurship lead to business growth or not? The statistical population of this research includes 93 active food industry companies in Tehran and Gorgan. The questionare was completed by 75 firms which are statistically generalizable based on the Cochran formula. Reliability of the survey instrument is confirmed using Cronbach Alpha. Content and construct validity tests were confirmed by some university professors and statistical techniqies such as confirmatoty factor analysis respectively. Finally, research hypotheses were tested by structural equation modeling (SEM) using Smartpls software. The results show that Entrepreneurial mindset, entrepreneurial culture, entrepreneurial leadership and creativity and innovation through strategic entrepreneurship have a significant positive effect on a firm’s growth. Competitiveness is a complex and multidimensional concept, making it possible to get high-quality feedback from the environment. This research was designed in order to improve the competitiveness capability; because competitiveness plays a basic role in an organization’s productivity. To this end, we employed the cognitive complexity as a strategic concept using its key components including market sensation and customer psychology. Moreover, we examined three dimensions of market intelligence to develop the model. Data was collected through in library studies and interview with master students of Tehran University, school for performing arts and music. Collected data was analyzed by the system dynamics method with the aim of variables’ future behavior estimation. In doing so, 2 scenarios were simulated using Vensim PLE software. In the first scenario, market sensation led to strategic innovation through requisite infrastructure to create and disseminate intelligence. In the second scenario, customer psychology was identified as an effective factor in market accountability and competency creation. Findings showed that little improvement in customer psychology causes more customer perceptual competency. To understand and interpret the complex environment, designing an integrated and intelligence information systems is recommended. This is required to achieve both strategic innovation and organization competency simultaneously in order to increase the capacity of competitiveness. Manuscript profile

Today, the biological sciences are one the most important parts of the basic sciences. This explains why most industrial countries are heavily investing in it. In the USA, more than half of all federal government support in science is allocated to the biological sciences. In the EU, more than 22 million people are employed in professions relating to the biological sciences. In Iran, Science and Technology Initiatives consider basic sciences as one of the important parts of science and most universities educate students in the biological sciences. In addition, some incubators and science parks are devoted to biological sciences. To evaluate the research in biological sciences in Iran, we compared the quantity, quality, international cooperation, and the cooperation between academia and industry with Asian and global universities. To do this, we used Leiden ranking results in two time frames, namely 2008-2011 and 2012-2015. The results demonstrate that Iran stands at a relatively good point based on the number of publications. However, greater efforts are necessary to avoid falling behind in terms of rank. Additionally, this study shows that the quality of publications requires significant improvements. Furthermore, international cooperation of universities should be expanded. Poor industrial cooperation between university and industry is mainly due to the lack of related industries. In conclusion, a detailed plan should be developed to ensure leadership in biological sciences and achieve scientific authority in the field Manuscript profile

If universities functioned in a stable environment, the demands for leadership would be modest. Mission, vision, programs, strategies, and policies could simply be put on automatic pilot. Automatic pilots don’t work for universities. Environment is in continual context, and the results and consequences of these changes for the future of universities are profound. Sound, creative and empowering leadership is indispensable, and it spells the difference between productive, sustainable universities and those that are in continual crisis and failing. One need only reflect on the change that has come about in university over the last century. The very mission and scale of universities have been transformed. Universities are altering the ways and means of teaching and learning. New directions and methods in research and service to society are evolving. The costs-benefits of the academic enterprise are in continual fluctuation and open to challenge. The roles of faculty are different, as are campus cultures. The very definition of precisely who is served and touched by universities is in transition. Leading change is clearly the most difficult and taxing challenge faced by university managers and leaders. Occupying a position of leadership and exercising the role of manager and leader are entirely different.Too many positions of leadership are filled by those who occupy the chair and carry the title but fail to lead universities in ways that enable them to adapt to a demanding environment, optimize their mission, align with values, and produce a lasting contribution to society. It does not speak to the position of leadership, to title, or to mere survival skills; rather it speaks to the creative act, the behavior, the hard work, and the skill and competency of leadership and management Manuscript profile

In this study, we have used the total capital market index (TEDPIX) as an index of the real sector of the economy and the index of banks and credit financial institutions as an index that explains the developments of the banking system. Also, oil revenues, exchange rate uncertainty, tax revenues, liquidity, nominal interest rates, inflation uncertainty and GDP have been used as macroeconomic variables in the research period (1370-1396). To estimate the systemic risk of the banking system, the quarterly data of the banks' index is used and the value at risk of the return of the seasonal data of the index is estimated using an exponential GARCH model. In order to model the interaction of macroeconomic variables and systemic risk of the banking system, an unrestricted vector autoregression (VAR) model was estimated and then using instantaneous impact functions and based on Chulsky analysis, systemic risk response to other variables was investigated and analyzed. In order to identify the channels of impact of economic shocks on the systemic risk of the banking system, based on the structures of the Iranian economy, a structural vector autoregression (SVAR) model was specified and then the instantaneous impact functions were extracted and the effect of macro variable shocks on the systemic risk of the banking system was investigated. Also, the effect of systemic risk of the banking system on macroeconomic variables was investigated and analyzed using instantaneous impact functions. Finally, the interaction model of macroeconomic variables and systemic risk of the banking system was approved using the vector autoregressive model. Manuscript profile

Human resource development is an important part of human resource management and in fact a kind of complement to human resource management. Garavan believes that human resource development is considered very important because its scope is much wider than human resource management (Garavan et al., 2012). The first efforts to develop human resources began in the 18th century with the establishment of the first technical school (Al-Faki, 2015). Today, human resources are the main assets and capital of the organization and the main factor of competitive advantage of organizations and this source is the only capital and assets in the organization that can not be imitated and has a unique feature. In addition, this resource is one of the assets that can grow. And development, and this development can only be achieved through learning and knowledge, and human resource development emphasizes the leadership perspective on employees to gain knowledge, expertise, experience and efficient decision-making and problem-solving skills in the organization. In this study, with the aim of identifying the variables affecting human resource development with a focus on productivity in the country's tax affairs organization, the Delphi method has been performed by 15 experts. After collecting data and conducting interviews and Delphi method in 2 replications and confirmation of validity and reliability tests using CVR, Cronbach's reflectivity and alpha, the final model is calculated in 4 main components, 15 dimensions and 53 indicators. The readiness of organizations to establish management systems is an important issue. The purpose of this study is to provide a model for organizational readiness to accept the model of excellence in the Azad University. In this study, a combined (qualitative and quantitative) sequential exploratory method was used. The method used in the qualitative part of the research is foundation data theory. In the present study, in order to collect data in the qualitative part, the interview tool was used and in the quantitative part, a questionnaire was used. The statistical population of the study includes professors of management in the free universities of Guilan province. In the qualitative section, in order to conduct interviews, the opinions of 10 professors related to the research topic and in the quantitative section, in order to complete the questionnaires, the opinions of 150 people were used. In order to analyze the data obtained from the interviews, the coding method was used in MAXQDA software and in order to discover the relationship between the identified factors, the interpretive structural modeling method was used in MICMAC software. Data analysis from semi-structured interviews consisted of 180 open source code in the form of nine classification concepts and in four main categories including managerial and attitudinal-behavioral factors (as link variables), external factors (as independent variables), and the establishment of the excellence model. (As dependent variables) were divided. Data analysis of the quantitative part of the research was also performed using the partial least squares method in smartPLS software. The results of the quantitative part of the research also showed that all three factors include managerial factors (creating an atmosphere conducive to change, planning and organizing, learning, commitment), attitude-behavioral factors (perceived usefulness and perceived ease) and external factors (policies and rules). Upstream, credits, and culture) have a significant role on the readiness of the free university in implementing the model of excellence, and among these, managerial factors have played the most effective role. Also, the attitude-behavioral factors of the performers have an effective role on the readiness of the university to establish a model of excellence. On the other hand, external factors, both directly and indirectly and through managerial factors and attitudinal-behavioral factors have an effective role in the readiness of the Azad University to establish a model of excellence, so that this factor is the main motivator of Azad University affiliates to establish a model of excellence. . Findings show that the readiness of universities to establish models of excellence depends to a large extent on the performance of its managers. Highly committed managers can create a positive atmosphere in the university for the acceptance and implementation of those models with proper planning, control and supervision, and thus address many internal problems such as attitudes and behavioral factors of members of the organization, which mainly manifest themselves in the face of change. Development is context-oriented, historical, and based on the life of the world and the psychological, social, and political characteristics of nations. The result of connection, convergence, non-interaction and divergence of different elements appears in such a context. Forward-looking research using the method of comparative institutionalism using Adrian Leftwich's developmental state theory to examine and compare the issue of economic development with a focus on the politics-state-development triad in Iran and Japan in the period of 1850-1900. The technique used in this research has been collecting and using available documents and statistics. The main question of the research is the level of autonomy of government institutions, the characteristics of the civil system, and the historical situation of Iran and Japan concerning the international system, how has it affected the experience of development in the historical period in question in these countries? The obtained results indicate that due to the creation of an independent government and the creation of a network of developmental elites based on a strong and coherent bureaucracy, Japan was able to achieve success by smoothing the appropriate international platform and on the way be development. However, due to the lack of proper bureaucracy and the establishment of an autonomous government, Iran could not achieve this important task, and therefore the issue of development for Iran remained a concept of regret and mystery Manuscript profile

Researching the future, developing future scenarios, and providing requirements and solutions to face the future are essential responsibilities of policymakers, leaders, and planners of higher education. Various factors and drivers, especially information and communication technologies and digital developments, have transformed universities' role in shaping the more comprehensive higher education system. In this article, based on the study of Orr et al. (2020), five scenarios and models of higher education for 2010 are presented. These scenarios include Tamagotchi, Jenga, Lego, Transformer, and Garbage Can. The Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the following stages of self-learning and organization. The Lego model is named separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The Transformer model represents learners who may be extended past their primary education but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Garbage Can scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals. Universities and educational institutions depend on the institutional mission and focal values. In this scenario, applicants and academic institutions will have multiple teaching-learning choices. Digital developments are technical innovation and social innovation, the consequences of which should be considered for society, the labor market, and the higher education systemThe Tamagotchi model is a classic approach to higher education that begins immediately after high school, leads to a bachelor's or master's degree, leads to a job, and ends the path to higher education. The Jenga model is more attractive to non-traditional students in short-term learning courses and focuses on the next stages of self-learning and organization. The LEGO model is named as separate composite modules of different sizes that create a self-contained, non-standardized learning path rather than a compact unit. The transformer model represents learners who may be long past their basic education, but return to higher education to gain new knowledge or upgrade needed skills. According to this model, everyone should have opportunities to leave their current career path and change it. In the Karbeijken scenario, learners choose a combination of Tamagotchi, Jenga, Lego, and Transformer scenarios according to their work-life situation and individual goals, and universities and educational institutions depending on the institutional mission and focal values..
